Enterprise software systems are increasingly vital, so how should utilities go about securing them from hackers and cyber terrorists?

This session will provide attendees with an overview of the current state of cyber security within the context of NERC CIP requirements. We’ll also drill down to explore one solution for improving the substation’s digital infrastructure with mesh communications.



Joseph Baxter

Joseph Baxter serves as the NERC CIP Lead working directly with HVDC and FACTS at ABB.  In Information Systems since 1995, the majority of his background deals with Audit and Compliance concerns specifically within the Electrical and Financial sectors.  Before coming to ABB, Mr. Baxter completed several years as a NERC CIP Auditor for the SERC region, with special emphasis on the technical side of cyber security.  He participated in many multi-region audits with RFC, MRO, WECC, and SPP.  In 2009, sitting on the other side of table, he held direct responsibility for a CIP Compliance Program at an Electric Entity spanning several States.  He has both audited and been audited in the realm of CIP, and brings over fifteen years of dedicated Information Security experience gleaned from the Financial Sector to bear on the problems facing Grid Security today.  Beyond NERC, his compliance knowledge extends to HIPAA, PCI-DSS, SOX, and GLBA.

Mr. Baxter retains many industry certifications to accompany his experience and knowledge.  Currently Certified in the Governance of Enterprise IT (CGEIT), he also maintains a Certified Information Systems Auditor (CISA), as well as a Certified Information Security Manager (CISM) from the internationally respected ISACA organization.  From the International Information Systems Security Certification Consortium (ISC2), he holds additionally the Certified Information Systems Security Professional (CISSP).

Steve Kunsman has recently transitioned into the Business Development and had previously been ABB Vice President and General Manager, Substation Automation Products, since 2010. Steve’s ABB career began in 1984 when he joined protective relay group as an Electrical Designer. Steve has held various engineering, technology and product management positions within the North American and global substation automation organizations.  

Steve holds 5 patents: SCADA-REDI system for rapid integration and verification of substation equipment, High impedance fault detector concept for the detection of hazardous downed conductors, High impedance fault detection system, Digital signal processor implementation of high impedance fault algorithms, Data compression and storage for RMS trending between power quality events, Power system protection devices synchronized with Global Positioning Satellites. He is also recognized as a Substation Automation specialist with his areas of expertise including: over 30 years in substation automation, protection and control applications, communications technologies (IEC 61850 and DNP), cyber security for substation automation, and Relion product family of protection and control relays.

He is an active senior member in the IEEE PES Power System Relaying and Substations Committees including PSRC main committee member, past working group chair for substation cyber security and relay quality processes, past IEC TC57 US delegate in the development of the IEC61850 communication standard and resides on the UCA International Users Group Executive Committee as co-chairperson since the organization’s founding.  

Steve holds a BS in Electrical Engineering from the Lafayette College in Easton, Pennsylvania and an MBA in management of technology from Lehigh University in Bethlehem, Pennsylvania.

Mike Radigan

Mike Radigan is responsible for providing ABB Power Generation customers in North America guidance on understanding and managing the cyber risk posed to their operations.  He leads and directs ABB PG's on-going efforts to bring tested and validated services and solutions to customers that effectively address their reliability, compliance and risk mitigation needs.

Mike has a 15 year career in the information and network security industry.  His subject matter expertise in quantitative information security risk analysis and assessment has provided a unique business perspective to the technical challenges facing operational technology security.  Mike came to ABB from Business of Security where he provided strategic marketing and sales services to security industry start-ups including NexDefense (ICS security) and CXOWARE (risk management).   Mike previously held the position of Security Business Consultant with Cisco Systems for seven (7) years where he worked closely with Cisco channel partners to develop the technical and sales expertise to provide security solutions for their customers.  

Mike holds a Bachelor of Science in Electrical Engineering from The Ohio State University, is Past President of The ISSA Central Ohio Chapter and continues to promote professional development opportunities for information security professionals as Executive Director of Business of Security.
